GCHQ should really be saying they index the metadata live, every second

GCHQ save all of the data that is flagged from the meta & index it

GCHQ then delete all of the unimportant information after it has been scanned a few times

GCHQ keeps the data it needs

GCHQ only accesses the data when it needs it from flags on the meta or flags of the user (usually from an ongoing case - found via the previous meta)
